What is an Ad Valorem Duty?

An ad valorem duty is a tariff charged as a percentage of the customs value of imported goods. For example, a 5% ad valorem duty on a shipment valued at $100,000 results in $5,000 of duty owed. Most lines on the Harmonized Tariff Schedule of the United States (HTSUS) are expressed as ad valorem rates.
