What is Cabotage?

Cabotage is the transportation of goods or passengers between two points within the same country by a foreign carrier. Most countries restrict cabotage to protect domestic carriers. In the United States, the Jones Act limits coastwise cabotage to U.S.-built, U.S.-flagged, U.S.-crewed vessels.
