The FMC is the U.S. agency that regulates international ocean transportation — licensing OTIs (forwarders and NVOCCs), reviewing carrier alliances, enforcing the Shipping Act, and adjudicating disputes between shippers and carriers, including detention and demurrage complaints under OSRA-22.
