What is Importer of Record (IOR)?

The Importer of Record is the party legally responsible for an import — for ensuring the entry is accurate, the duty is paid, and CBP’s rules are followed. Even when a customs broker prepares the filing, the IOR carries the legal responsibility for what is declared. Most importers are also the IOR, but in some structures (like DDP sales) a foreign seller acts as the IOR.
