What is Marine Terminal Operators (MTO)?

Marine terminal operators run the physical terminal facilities at ports — receiving, storing, loading, and discharging containers and cargo. MTOs are regulated by the FMC and are the parties that bill demurrage and terminal handling charges to importers.
