What is a Non-Vessel Operating Common Carrier (NVOCC)?

An NVOCC is a carrier that issues its own bills of lading and contracts directly with shippers, but does not operate vessels — it buys space from ocean carriers wholesale and resells it. NVOCCs must be licensed by the FMC and post a bond.
