What is Ocean Shipping Reform Act of 2022 (OSRA)?

OSRA-22 updated U.S. ocean shipping law to give shippers stronger tools against unreasonable detention and demurrage charges and unfair carrier practices. It expanded the FMC’s authority to investigate billing complaints and shifted the burden of proof for D&D charges onto carriers.
