What is a PGA (Partner Government Agency)?

Partner Government Agencies are U.S. agencies — FDA, USDA, EPA, FCC, FWS, CPSC, NHTSA, and others — whose import requirements CBP enforces at entry. PGA filings are submitted through ACE alongside the customs entry, and a PGA hold can stop a shipment until the agency reviews and clears it.
