What is Prior Disclosure?

Prior Disclosure is a CBP procedure that lets an importer voluntarily come forward about a customs violation — wrong classification, undervaluation, missed PGA filing — before CBP discovers it. A valid prior disclosure significantly reduces the penalty exposure compared to letting CBP find the issue.
