What is a Protest (CBP Form 19)?

A protest, filed on CBP Form 19, is the formal way an importer challenges a CBP decision — typically a liquidation that overstated duty. Protests must be filed within 180 days of liquidation. Done well, they recover money the importer is rightfully owed; done poorly, they get denied.
